Since being first elected in October 2000, Morgan paid down the municipal debt, expanded the municipal police force and focused on road construction. In 2004, he won a large majority (80%) in his bid for re-election.[citation needed]


Morgan recently filed a lawsuit on behalf of CBRM against the Government of Nova Scotia alleging unequal per capita provincial funding for his municipality.[1] He also has applied to the Nova Scotia Utility and Review Board to downsize municipal council.
