For some systems (such as the B-52 bomber and KC-135 refueling aircraft) that continue to be used many years beyond their expected service life, operating and support costs can amount to a higher percentage of life-cycle costs.
Systems under development are expected to have projected life-cycle costs 20 to 50 percent lower than the actual costs of the systems they are replacing.3 The actual operating and support costs for fielded systems are expected to be reduced 20 percent by fiscal year 2005.
We reviewed efforts by new aircraft programs to lower operating and support costs, including those of the Air Force variant of the Joint Strike Fighter, which is to replace the F-16 and the A-10; the F-22, to replace the F-15; and the variant of the Joint Primary Aircraft Training System, to replace the T-37B.
