José Piñera was in charge of the privatization of the Chilean Social Security system under Augusto Pinochet. He later became the co-chair of the Cato Institute's Project on Privatization in 1995, renamed in Project on Social Security Choice in 2002. He ran for President of Chile in 1993 obtaining 6% of the vote.
