A native of Washington, North Carolina, Daniels owned and managed several newspapers before purchasing the Raleigh News and Observer, which he ran for several decades. Prominent in state and national Democratic Party politics, he held office during President Grover Cleveland's administration. He supported Woodrow Wilson in the 1912 presidential election, and after Wilson's victory was appointed as Secretary of the Navy. He held the post from 1913 to 1921, throughout the Wilson administration, overseeing the Navy during World War I. Future U.S. President Franklin D. Daniels was involved in the Democrats' 1898 campaign from the beginning, working with Furnifold Simmons and other party leaders to formulate strategy.
Daniels wrote later that "The News and Observer was the printed voice of the campaign." In the months leading up to the November election, the News and Observer hammered away at Republican and Populist leaders and maintained the party's steady cry of white supremacy.
Daniels was one of the leading spokesmen of the "New South" and remained active in Democratic politics, serving in the administrations of Woodrow Wilson and Franklin D. Roosevelt.

Appointed President Woodrow Wilson's Secretary to the Navy in 1912, and with a background in journalism, Josephus Daniels instigated a series of administrative reforms and oversaw a modest expansion of the navy from the summer of 1915 in spite of his own pacifist tendencies.
In agreeing to an extension of naval capabilities in mid-1915 Daniels was effectively signing up to the notion of a degree of war preparedness, albeit reluctantly (a previous unwillingness that had led to the resignation of the navy's professional head, Admiral Bradley Allen Fiske).
