Torres was born to a poor family and joined the military as a young man, eventually rising to the rank of general. He came to power in a 1970 military coup. Though most military leaders throughout Latin American history have been associated with right-wing politics Torres continued to support left-wing policies and attempted to create a socialist state in Bolivia. He was known as a man of the people and is generally considered to be a popular president. After less than a year in power, however, he was overthrown in a coup led by Hugo Banzer. Torres then fled the country and settled in Buenos Ares, Argentina remaining there even after the March 1976 rightest coup.
