Hodges was born in Newport, Arkansas and graduated from Princeton University. Hodges was the prosecuting attorney for Newport from 1967 to 1974. On December 10, 1977, Governor David Pryor appointed Hodges to serve out the remainer of John Little McClellan's term after the death of McClellan. Under Arkansas law, an appointed Senator such as Hodges was not allowed to run for the Senate for a full term. Hodges stepped down at the end of his term in 1979.
