Karen Gillon MSP raised concerns when she gave evidence to Westminster's Scottish Affairs Committee - which was meeting in Edinburgh City Chambers.
Ms Gillon and other members of the Scottish Parliament's Procedures Committee were explaining to MPs the system by which Holyrood consents to Westminster legislating on devolved matters.
Ms Gillon, the Labour MSP for Clydesdale, said standing orders at Holyrood laid out clearly the procedures they had to follow for legislative consent motions.
