Law & Order

Largely peaceful on the surface, but political protection to petty criminals and street gangs and extortionists beginning in the eighties saw the emergence of organised crime in Kashipur. Bloody daylight murders for control of protection money business in the town; for control of municipal chairman's elections and various contracts that were the spinoffs became the order of the day. Prominent gang was that of 'Shakeel Pahelwan' (Pahelwan meaning -The Wrestler). The upcoming gang was that of 'Umesh pahelwan'- the son of a local fruit vendor who rose to prominence after a daylight murder in front of the Kashipur Bus stand in full view of hundreds of public with his lieutinent 'Manoj Ghanturi'.

Shrewd as he was, Umesh pahelwan, with blessings from his political masters managed to eliminate Shakeel pahelwan in a fake Police encounter and thereafter his dominance on Kashipur's underworld was complete. He assumed contol of lucrative contracts as far as Nainital Lake parking and as well as all contracts arising out of Kashipur Municipal Corporation.

Umesh recruited young and impressionable college/school going boys and trained them for murder/arson. (One of them 'Gaurav Bhardwaj'- an innocent looking just-out-of-school boy (from army school) started off by killing a class XI child in the company of a seasoned killer-Ajay bunti- then went on to be part of many murders and crime scenes-- one of which left two policemen dead before being eventually eliminated in another fake police 'encounter' at the age of 23)

Umesh Pahelwan was ruthless. Arson, Rapes, Double murders, triple murders.Initially he killed by himself. later his cronies did it for him. There was no place where these daylight murders were not committed to instill fear in the public. There was complete fear psychosis in the public. some of them within 100 meters from the main Police station.(The Suraj Sharma Murder).Nobody was spared from schoolchildren (Gaurav Chaudhary) to aspiring politician (Bhagwant singh- Degree college president). Nobody dared speak against this gangster let alone be a witness in a lawcase. Once in a while daring Administrators came and applied Gangsters act on him to control him to some degree (Mr Narendra Bhooshan District magistrate and Mr Aditya Mishra SP)but generally he enjoyed freedom and political patronage.

He was twice elected unopposed to the post of the President, Trade association of Kashipur. Eventually Umesh harboured political ambitioned himself and fancied vice chairmanship of the municipality and that, combined with disagreements over control of finances led to the rift in the gang with Umesh Pahelwan with one faction and Manoj Ghanturi and his dreaded brother Satish'Mintu' with the other. It is said that bloodshed was avoided by the intervention of the present MP from Kashipur Mr KC Baba and an agreement reached wherein both would serve as vice chairman for a year by turn with Umesh being first.

As the term for Umesh Pahelwan to resign came close, Manoj Ghanturi was murdered in his house by four armed men.( May 2005) Umesh was named in the FIR. Mintu, brother of Manoj Ghanturi swore revenge. However in oct 2006 Umesh Pahelwan, the Don of terai region , the pillar of organized crime in terai, the ruthless killer of dozens and responsible for hundreds of other murders and rapes was himself ruthlessly killed by family of one of his victims.

Not surprizingly with his death his gang tried to close down kashipur and organize public protests which failed. Death of Umesh Pahelwan and Manoj Ghanturi has dealt a crippling blow to organized crime in kashipur provided it is not permitted to find its feet again.Questions of dealing with Satish Mintu, the survivor, who will try to fill in the vaccuum remains! TO BE ADDED- Watershed Conviction
