Kasumigaseki (霞が関, 霞ヶ関)is a district of Tokyo, Japan, located in ChiyodaWard. It is the location of most of Japan's cabinet ministry offices, as well as the offices of Diet members. The name is often used figuratively to refer to the Japanese bureaucracy, as opposed to Nagatacho, which refers to the elected government.
The selected trains were scheduled to arrive at the central Kasumigaseki station within four minutes of each other at the height of the morning rush hour between 8:00 and 8:10 a.m.
The station towards which the cars were converging, Kasumigaseki, is one of the largest where a number of subway lines converge.
Because all of the trains targeted were scheduled to arrive at Kasumigaseki station, it was believed that the attack was targeted on the numerous government bureaucrats working there.
