This great metropolitan complex within the Keihanshin (Kyoto, Osaka, Kobe) region has been almost totally dependent on Lake Biwa and the Yodo River for its water resource needs.
Lake Biwa accounts for water supplies for municipal, industrial and agricultural purposes, respectively amounting to 6.6 million tons/day, 1.2 million tons/day and 23.6 million tons/day.
It serves as many as 14 million people living in the Keihanshin Region including Shiga.
