Secondary School Reforms Keswick High School was one of the first schools to be solely based on the current Secondary School Reforms curriculum, implemented by Premier Mike Harris, in a system that eliminated Ontario's OAC year (Grade 13) and completely revamped course outlines. Because of this, only students taught under the new curriculum were enrolled.
