KRN was created on the night of 31 December 1943 from the initative of Josef Stalin and newly recreated (after the destruction of Polska Partia Komunistyczna in the Stalin's pre-war Great Purge) Polish new communist party, the Polska Partia Robotnicza. It declared itself to be a "wide representation of anti-fascist democratic movemements". From the very begining, KRN viewed the members of pre-war Sanacja government and contemporary Polish government in exile as fascist and denied them representation in the KRN. KRN was dominated by pro-Soviet and pro-communist activists from various Polish pre-war parties. On 21 July 1944 KRN together with ZPP formed the new government, Polish Committee of National Liberation (Polski Komitet Wyzwolenia Narodowego, PKWN), which included some former members of the Polish-government-in-exile (like Stanisław Mikołajczyk) and represented a half-hearted attempt by communists to meet the Yalta conference requirements of forming a coalition government and carrying out a free elections. On 31 December of that year KRN transformed PKWN into Provisional Government of Republic of Poland (Rząd Tymczasowy Republiki Polskiej, RTRP, both headed by Edward Osóbka-Morawski. Until the elections to parliament (Sejm) KRN held bot legislative and executive powers, and Bolesław Bierut was the head of the state. The Polish legislative elections, 1947 were rigged by the communists, who knew from the Polish people's referenda, 1946 they could not win any free elections (they had at best support from third of Polish populations). This, combined with extensive repressions and persecution, forced most of communist opposition to leave the country. New Sejm, which replaced the KRN, was totally dominated by communists and its allies.

Its aim was to wage a military struggle alongside the USSR against the German occupiers, in order to bring about a Poland which would be an ally of the USSR.
On January 1 of 1944, the "Krajowa Rada Narodowa" (KRN) – "National Council of the Country" replaced the "Gwardia Ludowa" (GL) – "People's Guard" with AL.
The KRN intended AL to be an umbrella organisation under which all left-wing Polish anti-Nazi resistance organizations could be united and then integrated.
