If memory serves this was before the LNI had the 2 long-range camera rigs, so the footage was inconclusive.
The LNI took other footage over the years, but most of it was either identified as waterfowl, wakes, and what not, or was too inconclusive too be of any value as evidence.
As much as the lack of results from the LNI troubles me, on the other hand it wasn't until the 80's that it was established that seals get into the loch.
