There was no prime minister in Bhutan prior to 1998. It was a term used by people outside Bhutan who did not know the structure of Government. It could be true that this title was used by foreign dignitaries for Dorji, Prime Minister Equivalent, since he was delegated as their counterpart in Bhutan.


The use of the term Prime Minister in Bhutan was set into a motion only with the devolution of Executive Branch of the Government in 1998 to the cabinet of ministers.
