Lilycove is abnormal in the fact that it is very large, yet does not have a gym. It makes up for this by being the place for some key events in the game. When you first arrive Team Aqua(Pokemon Sapphire/Emerald) or Magma(Pokemon Ruby) have invaded the town and set up base in the cove to the northeast of the city. You cannot proceed until you have driven them out.
