Ms Gilroy had wanted to tighten the law on use of fireworks by introducing compulsory training and licensing of display organisers as well as licensing of those who sell fireworks.
Ms Gilroy today said that the existing law - the 1875 Explosives Act - should also be used: "It is possible to take people to court and people can be fined up to £5,000, so we could use that law," she said.
