In 1926, Clark was an unsuccessful candidate for election to U.S. Congress, but two years later was successful, serving one term from March 4, 1929 to March 3, 1931. He was an unsuccessful candidate for reelection in 1930, and resumed the practice of law in Baltimore. He served as judge of the circuit court of Maryland, fifth judicial district from 1935 to 1938. He practiced law in Annapolis, Maryland, where he died in 1965.
