History

These designations originated in 1963-1964, when California adopted a route numbering policy for highways under state control. The policy established a comprehensive route numbering system such that, in most cases, any given number applies to a single continuous route, whether it is an Interstate, a U.S. Highway or a State Route. 1963 (MCMLXIII) was a common year starting on Tuesday (link will take you to calendar). ... Prior to the 1964 renumbering, route numbers were notoriously incoherent, so that one road could carry as many as four of them. The movie Back to the Future made fun of this problem by showing a light pole that had several more route number signs attached to it in 1955 than in 1985. Back to the Future is a 1985 film directed by Robert Zemeckis, written by Zemeckis and Bob Gale, and starring Michael J. Fox and Christopher Lloyd. ...

Today, many California highways have strange discontinuities in terms of the legal definition of their routes, which are not always accurately reflected in signage or maps. This is because the system was once much larger and complex than it is today; it included many minor rural highways that have since grown into urban boulevards as California cities sprawled outwards during the 20th century. Since the 1990s, Caltrans has pursued a policy of relinquishing many urban non-freeway routes to the cities which they run through. The problem is that not all cities have been prepared to accept such highways from Caltrans simultaneously, so many highways are being decommissioned from the state system one fragment at a time.
