The purpose of the Estonian Government's integration process was to unify Estonian society around a set of core values and encourage the participation of non-ethnic Estonians in all spheres of national life; it was most emphatically not to change the identity of a particular ethnic group or groups.
Regarding knowledge of the Estonian language and the Estonian Constitution as criteria for citizenship, it should be noted that the requirements of the citizenship examination had been progressively simplified.
As to the matter of loyalty to the Estonian State, the Committee was correct in its assertion that the question was as much a philosophical as a legal issue.
