The rules uphold a prisoner’s right to serve a sentence in a prison as near to his or her family as possible and that the prisoner be encouraged and assisted to promote this in the interests of his family, friends and rehabilitation.
Of course, with Irish prisoners even the visiting conditions are designed to reduce such contacts by means of humiliating and disgusting procedures such as the strip searching of prisoners and their visitors which add further barriers to these family relationships.
The Irish political prisoners in English jails are in the vanguard of that resistance and the British state recognises that fact, hence the high level of repression against them.

The counties of Northern Ireland are no longer used for local government, and two former counties in the Republic have been subdivided, giving a modern total of 29 counties for administrative purposes rather than 26.
To correspond with the subdivisions of the English shires into honors or baronies, Irish counties were granted out to the Anglo-Norman noblemen in cantreds, later known as baronies, which in turn were subdivided, as in England, into manors or townlands.
Some of the 26 counties are no longer the main basis for local government, planning and community development purposes, although unlike the counties in Great Britain, the Republic's traditional county boundaries are still generally respected for other purposes (counties on occasion being sub-divided).
