The members of each of the two major parties in the United States Senate (Democratic and Republican) elects Floor Leaders who lead that party's members in the upper house of the United States Congress. Thus, there is always a Democratic leader and a Republican leader in the Senate. Depending on which party has the majority in the Senate, one of these becomes the majority leader and one becomes the minority leader.
