Starfleet predates the founding of the Federation by several decades, and was responsible for launching the first Human Warp 5-capable starship, the Enterprise NX-01.
Though Starfleet is comprised of many races, Humans and Vulcan, two of the four founders of the Federation (the other two being the Andorians and the Tellarites), have the most prominent roles in early episodes.
Starfleet has been shown to handle diplomatic, scientific, and military missions, although their main mandate seems to be one of peaceful exploration.

In the Star Trek fictional universe, Starfleet is the military defense, research, diplomacy, and exploration force of the United Federation of Planets (UFP) with – as of the late 24th century – hundreds of starships and starbases at its disposal.
Starfleet's early history was left obscure until the series Star Trek: Enterprise demonstrated that an Earth Starfleet had been operating prior to the founding of the Federation for at least 10 years, as Starfleet conducted the Warp 2 and 3 tests and several high-ranking officers referred to graduating from Starfleet Academy.
Starfleet's Academy is located in the Presidio of San Francisco, a park on the northern tip of the San Francisco Peninsula, with some buildings being further inland.
