Legally and administratively, the term "city" is no longer used in Sweden, as the only existing form of local government is the municipality (kommun). However, before the municipal reform of 1971, there were 132 municipalities with the title of a city. Today the term is normally used describing greater localities, most of them former administrative cities. Thirteen of the 290 municipalities prefer to use the term stad when it is possible: Borås Municipality, Gothenburg Municipality, Haparanda Municipality, Helsingborg Municipality, Lidingö Municipality, Malmö Municipality, Mölndal Municipality, Solna Municipality, Stockholm Municipality, Sundbyberg Municipality, Trollhättan Municipality, Vaxholm Municipality, and Västerås Municipality. These are decisions made by the municipalities themselves, and in legal situations they shall use the official name with kommun (municipality).
