Gato hires Zabuza Momochi and his subordinates to assassinate Tazuna and stop him from finishing to build the bridge that would connect the Land of Waves to the outside world and allow its economy to recover. However, after Zabuza's arms are broken in battle with Kakashi Hatake (who was hired to defend Tazuna), Gato assumes that Zabuza is no longer able to accomplish his mission and decides to use his own thugs to kill Tazuna instead. Demon Brothers

The Demon Brothers (鬼兄弟 Onikyōdai?), consisting of the older brother Gozu (業頭 Gōzu?) and the younger Meizu (冥頭?), are Chunin-level ninja from Kirigakure who have since become missing-nin. The two are under the command of Zabuza Momochi, who assigns them to kill others for paying clients. Each brother wears a large, metal gauntlet with poisonous claws (Gozu's on his right hand, Meizu's on his left) that are connected by a spiked chain that they operate in unison. Surrounding their opponent with the chain, they are able to constrict the chain to the point of severing their target into several pieces. When they attempted to assassinate Tazuna — who Team 7 were hired to protect — Naruto Uzumaki, it being his first real battle, freezes in fear and is about to be killed, only to be saved by Sasuke Uchiha and Kakashi Hatake. Rain Genin (Team 1)

The first Rain Genin team, consisting of Baiu (バイウ?), Midare (ミダレ?), and Shigure (シグレ?), confronts Gaara and his siblings during the second phase of the Chunin Exams. Shigure attacks Gaara by throwing his umbrellas into the air and releasing the needles kept within them for his Sprinkling Needles (如雨露千本 Jouro Senbon?, Viz "Rain of Needles", English TV "Senbon Rainstorm") attack. As the needles fall to the ground, Shigure controls them with his chakra to surround Gaara and fire them at him with increased speed and accuracy. Gaara's Shield of Sand blocks the attack with ease, and Shigure retaliates. As he charges, he is trapped by Gaara's Desert Coffin and then killed with Desert Funeral. Rain Genin (Team 2)

The second Rain Genin team consists of Kagari (?), Mubi (夢火?), and Oboro (?). All three wear breathers, matching wetsuits, and a cloth over their eyes, with each member having a different number of eyeholes in their cloth. Early in the second phase of the Chunin Exams, Oboro restrains and turns himself into Naruto Uzumaki, though he is soon found out by Sasuke Uchiha. When Oboro and his team later come across Team 7 again, they use Sly Mind Affect Technique (狐狸心中の術 Kori Shinchū no Jutsu?) to force Team 7 to walk around in circles for hours without their notice, tiring them out. Once Team 7 realizes they aren't getting anywhere, they are attacked with Mist Servant Technique (霞従者の術 Kasumi Jūsha no Jutsu?) to give the illusion of hundreds of clones emerging from the surrounding forest. Naruto attempts to attack all of the clones to make things easier, though the clones merely turn to a blackish, oil-like liquid and regenerate themselves. From hidden locations, the Rain Genin then throw kunai at Team 7 in unison with their clones doing the same, making it appear as though the ordinarily harmless attacks are doing damage. Naruto presses on and fights through the night in an attempt to reveal the location of the Rain Genin.


After a night of fighting, Naruto and his team appear exhausted, which the Rain Genin use as a chance to attack. Upon revealing themselves, they discover that what appears to be an exhausted Team 7 are merely shadow clones in disguise. Using this opportunity to their advantage, a somewhat rested Team 7 and Kabuto Yakushi attack the Rain Genin. Taking one last stand, the Rain Genin use Haze Clone Technique (朧分身の術 Oboro Bunshin no Jutsu?, English TV "Fog Clone Jutsu") to create hundreds of clones that are passed through when struck. Naruto continues to attack them regardless to find the actual Rain Genin, though Sasuke is able to use his Sharingan to discover that none of the clones are real. As Naruto is thrown off guard, the Rain Genin emerge from the ground to attack. Their emergence allows them to be attacked, and Naruto knocks the three unconscious. In the Land of Tea anime filler arc, Naruto, Sasuke, and Sakura are called upon to protect Morino Idate. Oboro, Kagari, and Mubi come back to serve as Team 7's opponents a second time. They use the same strategies as they did in the Chunin exams, but have since learned to make water clones. They come close to actually defeating Team 7, since they are in the middle of the ocean at the time (water being their favored element), but Naruto's Rasengan training allows him to create a whirlpool that sucks the Rain Genin into the oceanic abyss. During the Kakashi Gaiden arc, Kakashi Hatake and his team encounter a number of Iwagakure Jonin. The first of these ninja is Mahiru (マヒル?), who creates 20 shadow clones upon seeing the team. When Kakashi and his teammate, Obito Uchiha, go looking for Rin, Taiseki uses his Hiding Camouflage Technique (迷彩隠れの術 Meisaigakure no Jutsu?) to turn invisible and sneak up on the two. In doing so he is able to slash Kakashi's left eye, rendering it useless. Using two blades concealed in his sleeves as well as his heightened speed, Kakko tries to kill Obito though Kakashi manages to repel him with his chakra sabre. Not willing to let them escape, Kakko uses Earth Release: Rock Lodging Destruction (土遁・岩宿崩し Doton: Iwayado Kuzushi?) to create a cave-in. Obito is crushed as a result, and gives Kakashi his Sharingan before dying. In an act of vengeance, Kakashi emerges from the rubble and attacks Kakko. This time, however, Kakko is able to break his chakra sabre with his own blades, allowing Kakashi a chance to kill him with his Chidori. As Kakashi and Rin mourn the loss of Obito they are attacked by more Iwagakure ninja. The group attempts to use Earth Release: Split Earth Turn Around Palm (土遁・裂土転掌 Doton: Retsudotenshō?) to crush the two with the surrounding rocks, but Kakashi's sensei arrives in time to defeat them and save his surviving students.

Suien

Suien was the teacher of Shibuki until he went rogue. He assembled followers in his plan to obtain the Hero Water even if it meant taking hostages in Takigakure (Village Hidden in the Waterfall). He threatened to kill the captive villagers one by one if Shibuki didn't show himself with the Hero Water. When Shibuki drank the water and hid its bottle in the shirt, he engaged Suien in battle until Suien impaled Shibuki with a water sword technique and discovered the water falling out of his shirt. After he drank it, Naruto engaged him in battle long enough for Shibuki to free Sasuke. When the three fought him (with Naruto unleashing the Chakra of the Nine-Tailed Fox), they knocked the water out of his hand and Naruto's clones sent him falling down the waterfall to his death. Due to his chakra armor, he was able to counter Kakashi's Lightning Blade. However, Kakashi kills him in battle through taijutsu, crashing him into the rocks underneath. Fugai

Fugai served as a knight in Haido's supposed "Utopian" army. Fugai could change her form to that of a wolf, most likely due to the influence of the Gelel stone. In this form Fugai could unleash loud howls which could destroy the surrounding area and deafen her foes. He was able to turn Temujin's fellow orphans into animated suits of armor, enabling him to build an army. After he obtained the Gelel Stone, he underwent a monstrous transformation, similar to the second level of Sasuke Uchiha's cursed seal. However, thanks to Temujin's help, Naruto was finally able to kill him with the Twin Rasengan.

In the end, an enraged Ishidate plans on killing Naruto and Hikaru. Shabadaba tries to remind him of his mission to kill Michiru, resulting in Ishidate grabbing Shabadaba's collar with his Petrification Glove, turning him into stone. As Naruto defeats Ishidate, the force of his attack propels the ninja into Shabadaba, shattering him.

Akahoshi was the transitional leader after the death of the Third Hoshikage. He was the one who requested help from Konoha for the guarding of the star. However, in reality, he and two unnamed henchmen were actually the murderers of the Third Hoshikage, due to the Third's refusal to allow any more Star training due to the negative effect it had on the shinobis using it. He was determined that the Star Village should join the five Kage Countries at any cost. He also stated that he was well aware of the negative effects of the star and did not use it to train himself, which turned out to be an act of selfishness and hypocrisy.


He ended up fighting Natsuhi three times, ultimately killing her, kidnapping Sumaru, and sentencing the Konoha ninja which he hired to death in order to achieve the means of persuading the citizens of Hoshigakure to proclaim him the Fourth Hoshikage. However, his ceremony was interrupted by Sumaru, who wept over his dead mother. To counter this, he caused the star training building to collapse, burying Sumaru in it yet somehow not killing him. The next interruption was a planned presentation by Mizura and Hekuto to prove the flaws of the Star Training, which was successful and caused the citizens to turn on Akahoshi. Frustrated and unsupported, he infused himself with the star, thinking he would become immensely powerful. Instead, the star knocked his senses unconscious and its violent energies took over his body, causing him to attack anyone in sight. Naruto, whose hands were guided by the spirit of Natsuhi, destroyed the stone. Tsunade indicates that he and his followers will be subject to harsh punishment.

Aoi betrayed Konoha by having his student, Idate, steal two special treasures from Konoha under the false pretense of his student becoming a Chunin. These treasures were the Raijin Sword (according to Aoi, used by Second Hokage), and a special scroll of forbidden jutsu. After this event, Aoi defected to Amegakure but was followed by Idate's brother, Ibiki Morino, who then was caught by Amegakure and tortured to translate the scroll. Ibiki not only resisted the torture, but managed to escape with the scroll. After this incident, Aoi remained with Amegakure upon which he became a Jonin. Aoi's skills mainly involve his umbrella and needles, which he can use to pin opponents with. His needles are commonly dipped in poison, making them even more lethal. What sets him apart from other ninja is his use of the special Raijin sword, which he stole from Konoha. Though he is fast, most of his techniques are fairly basic.


At the end of the arc, Aoi's Raijin was cracked by Sasuke's Chidori and then broken by Naruto's Rasengan, he was knocked off a cliff by Naruto. It is unknown if he survived, but he himself states earlier in the episode that anyone knocked off will surely die, and unlike Sakura and Sasuke, he is unable to slow his descent at all before hitting the waters below.


Gennō

Tonbogakure called a cease-fire and was later annihilated by another village, however, and he never got the chance to use them. Gennō returned thirty years under the guise of a carpenter from Sunagakure. He attempted to finish his job by detonating the Hokage Monument, which would have buried the village under rock and sand, partly because he was near death and didn't want such an elaborate trap to go to waste, though mainly for revenge for the death of his son, who died in the war with his village. Land of Vegetables Ninja

In the Konoha Moving Center arc, three Jonin-level ninja brothers staged a coup in the Land of Vegetables with the help of their ninja followers and collaborators within the government, killing the feudal lord. Upon taking power, they massacred the collaborators who had helped them seize power, not trusting them as they had betrayed their previous ruler. They then attempted to assassinate the lord's daughter, Princess Haruna, whom Naruto Uzumaki, Choji Akimichi and Hinata Hyuga were protecting, with the help of Yurinojou and Kikujou, two ninja bodyguards. The brothers were very manipulative and power-hungry, being willing to use each other to achieve their goals, and caring more about their power than anything else. All three brothers were defeated by the efforts of Naruto's team and the princess's protectors, and their followers were defeated by Shizune, Shikamaru and several other Konoha ninja. Unlike other water elemental moves, his did not require a source of standing water, but could be drawn from groundwater by two tonfa that he wielded. He was able to defeat Kikujou by trapping him in a water bubble and summoning nin-fish to kill him, despite Kikujou being a "genius" ninja. Naruto managed to discover the source of his power, and he and Yurinojou lured him to a rocky area, where Choji drank all of the available water, rendering Ruiga unable to attack. Choji then knocked him off the cliff, but as Yurinojou's was wounded and the princess was still in danger, the three did not pursue him. Ruiga saw Jiga approaching and begged for assistance, but Jiga said that with him gone, he and Renga would have more power. Jiga then buried him with magnetic rocks, killing him.

The middle brother of the trio, who had the ability to turn any object he touched into a magnet, and render himself magnetic at will. He wielded a meteor hammer and a sickle, and was able to cause his weapon to lock onto metal. He enjoyed toying with his opponents and watching them struggle to attack him. He easily defeated Naruto by turning his brainwaves off, before burying him in rocks. Hinata arrived to fight him, but soon realized that he was too powerful for her to defeat. She then lured him to the edge of a cliff, and after becoming tangled in his weapon, inserted an interfering electric current into his chakra before jumping off the cliff with him. The electricity rendered him a powerful magnet, and thereby created a vortex of iron powder at the base of the cliff that swallowed him. Hinata was caught up in the vortex, having planned to sacrifice herself to defeat him, and almost swallowed as well, but was saved by Naruto.


Renga

The oldest brother and the mastermind of the coup. He had the ability to manipulate sunlight through the use of manipulating ice into lens, firing devastating rays that could rip through trees, and protecting himself with an energy shield. Of all the brothers, he had the most twisted worldview, and believed most strongly in using people for his own ends. He wondered why Naruto would risk so much to protect Haruna, and why Haruna would stand between him and Naruto. Naruto managed to strike Renga with his own sunlight by reflecting it off his forehead protector, and wounded him so badly that he was unable to continue fighting. Haruna was about to kill him to avenge her father, but was unable to go through with it. What happened to Renga after that remains unknown.


Raiga Kurosuki

Raiga Kurosuki (黒鋤雷牙 Kurosuki Raiga?) is a former member of the Seven Swordsmen of the Mist, like Zabuza Momochi and Kisame Hoshigaki (both of whom he apparently disliked, along with the rest of the members) were. Unlike those two, however, he wields two pike-like swords which he uses in a manner similar to lightning rods to attract and channel lightning and electricity. Raiga's shorter swords stand in stark contrast to the other swords seen thus far, but he can connect them at their hilts to form a larger double-bladed sword, effectively increasing the weapon's size and allowing him to perform different and more powerful jutsus. Later, Raiga took over the village of Katabami Kinzan, claiming that he was liberating the miners from the former owners of the mine, and forced the inhabitants to work for him. Anyone who would disobey would be punished by being buried alive, which Raiga appropriately nicknamed a "funeral". Raiga had a fondness for funerals, frequently referring to them during battle and otherwise. His love of funerals comes from the fact that whie a living person is capable of hatred, lies and betrayal, people tend to remember the good in any given individual once he or she has passed away; accordingly, Raiga cries and fondly reminisces about his victims while he buries them. At first, Naruto was able to resist all of his electric attacks. Team Guy and Naruto Uzumaki stopped Raiga and nearly killed him after knocking him over a cliff and burying him with stones, but Ranmaru used his chakra to revive him.


After being revived, Raiga revealed the true source of his power: lightning itself. By channeling lightning through his pikes, he effectively gained a much more potent and virtually unlimited energy source for his electric attacks. After defeating Team Guy, as well as a drunken Rock Lee, and seemingly defeating Naruto, Naruto defeated him again, and Ranmaru tried to convince him to end the fighting. Believing Ranmaru to have turned against him, and thus losing the only person he cared for, Raiga threw himself off the cliff and with one final bolt of lightning, gave himself his own funeral. The Takumi Village was renowned for its ninja-weaponry production, with their ultimate desire being that by selling their fearsome weapons to all the Hidden Villages, they would end the need for trained shinobi, being able to gain dominance over the other Countries through how vast their weapons arsenal was, not how skilled their shinobi were. The Takumi Village was constantly pillaged however, as the other Countries saw it as a great threat, and many of their powerful weapons were lost. If the Shiitenshounin revived Seimei, and possessed a limitless source of 'ultimate chakra' in the form of Shukaku, they would be unstoppable and ultimately succeed in taking over the 5 Great Nations and avenging the Village itself.   • Seimei (Seiyu: Junichi Suwabe), the 'Ultimate Weapon' of the Takumi Village. Jin 'summoned' his sarcophagus, that was buried within a nearby cliff wall, and offered his body as a container for Seimei's soul. Having been revived, he combined all the Takumi Weaponry into one 'Ultimate Weapon' which he wore. He was eventually defeated by Gaara after he broke free from the metal dome which was used to siphon the Shukaku's chakra. Although partly transformed into his human-sized Shukaku Form, Gaara forcefully reversed the transformation and converted his sand into a Spear-like weapon, before hurling it and impaling Seimei, shattering the Takumi Weaponry. Gaara then finished him off with Desert Imperial Funeral, killing him.

Nagare is the Watari ninja who fought against Kakashi Hatake. Using the Leech All Creation: Attack Prevention Technique to take on the properties of stone, he can use the Assimilated Rock Blizzard (Dōka Yahumuki) to use stones as projectiles, and the Assimilated Rock Tank (Dōka Sanseki), a facsimile of the Akimichi clan's Human Bullet Tank, to expand using stone and crush the opponent while rolling with great force. He could also control rock powder similarly to Gaara's sand, engulfing the opponent with rock powder by using Assimilated Desert Coffin (同化 砂漠柩 Dōka Sabaku Kyū?) and crushing them with Assimilated Desert Funeral (同化 砂漠送葬 Dōka Sabaku Sōsō?). He is later defeated, but not killed, by Kakashi's Lightning Blade.

Oki

Oki the migrating ninja was a ninja that masqueraded as Mōsō in the Land of Birds. In disguise, he served as Chief Advisor to the Daimyo there. He was defeated after a brief battle with Naruto. He leads the Watari group. Despite being its leader, Oki's skills do not seem on par with those of his group. Many of his techniques are weaker copies of the actual versions (his "summoning technique" activating a projector is just one example). His strategy seems to involve mainly deception, which allows him to overcome stronger foes. Despite this, Naruto tricked him into revealing himself when he used water clones to disguise his position, then defeated him with Naruto Uzumaki Barrage. Oki was handed over to Toki, and Naruto requested that he be forced to repent of what he had done. Kōji Totani ) was a veteran seiyÅ« born on July 12, 1948 in Nagoya, Aichi Prefecture, Japan. ... Unnamed Watari Ninja

Although this ninja was never referred to by name, he had silver hair, and sought to advance in the Watari ninja by defeating Kakashi. He shadowed Kakashi, Neji and Tenten as they pretended to leave the village, only to find that he had been tricked. During the final battle, Kakashi easily defeated him after surprising him with a substitution technique, noting that he did not need to use his Sharingan.
