Public universities in France are administered at the national level, by the Ministry of Education. The ministry divides France into thirty-five academies, which are responsible for educational governance at the regional level, as shown on the ministry's map. The term ‘university’ in France is taken to include, in addition to institutions that refer to themselves as universities: University Centers (in the academies of Montpellier, Nancy and Metz, and Toulouse), and National Polytechnic Institutes (in the academies of Grenoble and Nancy and Metz).


Public universities in France are distinct from other forms of public higher education institution, such as the grandes ecoles. National Polytechnic Institutes are not to be confused with the Ecole Polytechnique, which is one of the grandes ecoles. French public universities in some cities are occasionally understood to be multiple campuses of a larger city university system. For instance, one hears references to the University of Paris system, said to be composed of 13 campuses, Paris I through Paris XIII. However, while this may have been the case historically, the academies of today do not necessarily hew to this conception. Two universities that bear the University of Paris name, Paris X and Paris XI, are in fact in the Academy of Versailles, wheras the University of Marne la Vallee, which does not have a University of Paris campus number, is governed by the Academy of Paris. Other academies, similarly, include universities that are outside their principal cities.
