Lottie H. Shackelford is a United States civil servant, politician and vice chair of the 2004 Democratic National Convention. A resident of Little Rock, Arkansas, President of the United States Bill Clinton appointed Shackelford to the Board of Directors of the Overseas Private Investment Corporation in 1993. Previous to her term there, she was Deputy Campaign Manager for the Clinton-Gore Presidential Campaign and Co-Director of Intergovernmental Affairs for the Clinton Transition Team in 1992. She was the first Black woman elected mayor of the city of Little Rock in 1987.

Shackelford is a member of the Little Rock Airport Commission, the Southern Regional Council in Atlanta, Georgia, the Board of Directors of Philander Smith College and P.A.R.K. She also serves on the corporate boards of Chapman Funds, Inc., Baltimore, Maryland and the Medicis Pharmaceutical Corporation, Phoenix, Arizona.

SHACKELFORD: Well, I think if you take a look at the record--now you take a look at the number of elected officials who are African-American, the majority of them, overwhelming majority, by the way, are African-American.
SHACKELFORD: I'm satisfied with the fact that we are putting much more emphasis on grassroots strategies and making certain folks from the ground up are truly involved and not during the election cycle.
