The Louisiana House of Representatives is the lower house in the Louisiana State Legislature, the state legislature of the U.S. state of Louisiana. The House is composed of 105 Representatives, each of whom represents an equal amount of constituencies with an average population of 42,500 (2000 figures). Members serve four-year terms with a term limit of three terms (twelve years). The House is one of the five state legislative lower houses that has a four-year term, as opposed to the near-univeral two-year term. Leadership of the House

The Speaker of the House presides over the House of Representatives. The Speaker is elected by the majority party caucus followed by confirmation of the full House through the passage of a House Resolution. In addition to presiding over the body, the Speaker is also its the chief leadership position, and controls the flow of legislation and committee assignments. Other House leaders, such as the majority and minority leaders, are elected by their respective party caucuses relative to their party's strength in the chamber. Wilbert Joseph Tauzin, Jr., also known as Billy Tauzin, (born June 14, 1943), American politician of Cajun descent, was a member of the United States House of Representatives from 1980-2005, representing the 3rd District of Louisiana.
Tauzin began his elective career in 1972, when he was elected to the Louisiana house of representatives and served four full terms as a Democrat.
When the Democrats lost control of the House after the 1994 elections, Tauzin was one of the cofounders of the House Blue Dog Coalition, a group of moderate-to-conservative Democrats.
