Lower Juba (Somali: Jubbada Hoose; Arabic: جوبا السفلى Jūbbā as-Suflá) is an administrative region (gobolka) in the traditional region of Jubaland in southern Somalia. Its capital is Kismaayo. Governance And Security Kismayo, the region's capital was a thriving metropolitan before the civil war erupted in Somalia back in 1991. This majestic coastal city was reduced to war zone. Juba Valley Alliance (JVA), headed by Colonel Barre Aden Hirale became the guardians of the city and the Lower Jubba region in general. People in Kismayo City started living life with normalcy and plenty of business activities and security guarantees until the Islamic Courts Union (ICU) decided to envade Kismayo although they had prior agreement with Col. Barre not to envade Kismayo. ICU militia assumed control of Kismayo on September 23, 2006. After a heavy fight that lasted for two weeks with Transitional goverment backed by Ethiopian army, The ICU abandoned Kismayo and sarrounding cities on January 1, 2007. The city changed hands several times thoroughout the 90s. But the powerful Juba Valley Alliance enjoyed the longest control of Kismayo. JVA fought against Gen. Morgan and his militia. Back in the 1992, Gen. Morgan was given a consent to be the leader of the city but started a clan based militia and his superiors in the army decided to move against him.
