Lucy had an unsettled childhood, when at the age of two, her mother attempted to have her father shot, and then tried to flee the country with Lucy and her brothers, Peter and Steven. She failed to get to Lucy in time — she was picked up from nursery early due to illness and brought back to Ian— and for almost a year Lucy was separated from her brothers before Ian kidnapped them back. Lucy was reunited with Cindy when she returned to fight for custody of all three children in 1997. Custody was granted but then Cindy was arrested for having Ian shot and she died in childbirth in prison. Child custody and guardianship are legal terms which are sometimes used to describe the legal and practical relationship between a parent and his or her child, such as the right of the parent to make decisions for the child, and the parents duty to care for the child. ...

Lucy has since grown up with various women acting as her step-mother. The first, Melanie Healy, only married Ian for Lucy's sake after Ian told her that she had cancer. It was a lie and when Mel discovered the truth on their wedding night, she left him. Lucy's second stepmother, Laura Beale, started off as her nanny. Ian and Laura's marriage ended in 2002 due to Laura's adultery and Ian refused to allow Laura any access to his children. Lucy's third step-mother, Jane Collins, moved in the with family in 2005. Lucy and Jane had problems bonding initially. Lucy missed her real mother and refused to accept Jane, but they have since bonded and Lucy was happy when Ian and Jane finally decided to marry in 2007. Teenage rebellion

As Lucy progressed into her teenage years, she began to show signs of rebellion — making friends with the much older Stacey Slater who led her astray, stealing, drinking alchohol with her friend Lauren Branning, lying, playing truant from school, being surly to her parents, and taking a keen interest in boys. Ian tried many times to curtail Lucy's petulance, leading to various arguments between father and daughter. A rift began to form. Things worsened in 2007 when Ian forced Lucy to work at his chip shop and she subsequently met his new employee Craig Dixon. Lucy was attracted to Craig and he also took a keen interest, despite being five years older than her. Craig was a bad influence on Lucy and she was keen to impress him. He encouraged her angst towards her father, bought her alcohol and later coaxed her into shoplifting. Although she was apprehensive when he started pressurising her to have underage sex, she eventually relented but, in the end, she was stopped before she could go through with the act by Ian — he broke into Craig's flat, threatened him, and dragged a partially undressed Lucy home. Lucy was furious at Ian's interference and, in order to keep them apart, Ian paid Craig £300 to stay out of Lucy's life. Lucy and Craig separated temporarily, but it didn't last and a vicious row followed when Ian found out that they had reunited, which culminated in Ian nearly striking her. Lucy decided to runaway. She blackmailed Deano Wicks and Chelsea Fox — threatening to inform the police that they were trying to frame Sean Slater for an attack on the grocery store owner, Patrick Trueman. Deano was forced to pay her £500 to ensure her silence, but it soon transpired that she knew all along that Patrick's real assailant was actually her boyfriend Craig. Lucy seemed unconcerned by Craig's violent behaviour, even when she discovered that he had a loaded handgun. She and Craig ran away to a motel, but when Craig tried to pressure her into having sex again, she panicked, suddenly realising that she was out of her depth. She put him off the idea of sex by suggesting a raid on her father's chip shop. She tricked him into returning to Walford, then escaped and told her frantic father what Craig had done to Patrick. Craig was arrested on suspicion of attempted murder; however Lucy kept his gun, which he had stashed in her bag to hide from the police. Lucy started talking to a mysterious person on her laptop, that no one knows about. She then claimed to Peter that it was her mother, Cindy, and that she was coming for her, which shocked Peter (as Cindy is dead).
