Luis Gutiérrez

Luís Vicente Gutiérrez (born December 10, 1953), American politician, has been a Democratic member of the United States House of Representatives since 1993, representing the 4th District of Illinois (map). He was born in Chicago, was educated at Northeastern Illinois University, and was a teacher, social worker with the Illinois Department of Children and Family Services and a member of the Chicago Board of Aldermen before entering the House. Of Puerto Rican descent, he is a supporter of Puerto Rican independence , the Vieques movement, and other progressive causes. He is a member of the US Congressional Progressive Caucus. The fourth Congressional District is one of the most strangely drawn and gerrymandered in the county. It was created to contain two majority Hispanic parts of Chicago. The north side is largely Puerto-Rican, while the west side is heavily Mexican. The two neighborhoods are on opposite sides of the city and are only connected by a piece of Interstate 294, the highway is in the district while the surrounding areas are not. Gutierrez is unalterably opposed to a bill sponsored by Rep. James Sensenbrenner (R-Wisc.) the House passed Dec. 16 creating new criminal penalties for illegal immigrants, their employers and the people who help them.

At the same time, Gutierrez' tireless leadership championing the causes of the Latino and immigrant communities has led to greater responsibilities within the U.S. Congress and has earned him widespread acclaim throughout the country-- culminating in his selection as the most admired Latino leader in the country, according to a recent nationwide survey.
Gutierrez campaigned for office in 1992 promising to be a "new kind of Congressman" for the people of his ethnically diverse working- class district.
Additional pieces of legislation introduced by Gutierrez include a bill to reinstate the Section 245(i) visa program, to keep family members united while an individual awaits the awarding of a visa; and a bill to crackdown on firms that overcharge their customers-- in particular, consumers in the Mexican-American community— sending money via international wire transfers.
