In order to plainly comprehend how Mahayag become a municipality, one requires a diligent retrospect of its evolution from being a mere Sitio Dao of Barangay Mahayag which was an unfamiliar forested area during post-war era. That time, its mother municipality of Molave was then a barangay of the municipality of Aurora. Mahayag was one of the component barangays when Campo 7 (former name & town site of Molave) was created into a municipality in 1949.Mahayag was officially created as a municipality on March 9, 1960, pursuant to Executive Order # 393 by former President Carlos P. Garcia. Barangays

History In order to plainly comprehend how the municipality of Mahayag has come as it is now, one requires a diligent retrospect of its evolution from being a mere Sitio Dao of Barangay Mahayag which was unmistakably unfamiliar forested area, especially during post-war era, when the mother municipality of Molave was then a Barangay of its mother municipality of Aurora. The creation of Campo 7, the former name and town site of Molave, in 1949 into a Municipality, barrio Mahayag, now Barangay Lourmah, was one of the component brgys.. Meanwhile, early settlers of the area had endeavored so hard for the creation of another municipality as they were motivated to pursue further development which could be enhanced by having a distinct political subdivision from the municipality of Molave as well as of its own identity. To realize this dream the Late Zacarias dela Torre and Pedro Alquizar donated a portion of their property to become the present town site. The municipality of Mahayag was officially created on March 9, 1960, pursuant to Executive Order No. 393 by former President Carlos P. Garcia , with Ex-Mayor Saturnino Mendoza as its first appointed and subsequently elected Municipal Mayor. Hon. Paulino P. Fanilag, the incumbent Municipal mayor is the 8th Municipal Mayor of the Municipality of Mahayag, to include Hon. Carlito A. Lumacang as OIC-Mayor following the EDSA I Revolution, and Hon. Perpetuo C. Apale, the appointed Officer-in-Charge in the Office of the Municipal Mayor during the first election after the approval of the 1987 Constitution. The total population of the municipality as of year 2000 census is 42,462 with a total registered voters of 21,534 distributed into twenty nine (29) barangays and three (3) sitios of Sandal, Compound and Pilas. In terms of economic development, the municipality of Mahayag maintains its unbeatable record being the number one rice producing municipality in Salug Valley especially with the ongoing introduction of infrastructure projects, such as: farm-to-market roads and construction of bridges that provide better accessibility and economic turnover of the people. On the other hand, the establishment of national high schools in the Poblacion, barangay San Jose, Barangay Panagaan and Sitio Lactayan and the construction of additional classrooms in some barangays have added the assurance of the municipality to cater the educational needs of its people. Meanwhile, several religious organizations are also existing in the municipality but the Roman Catholic is unquestionably pre-dominant. On the tourism aspect, the municipality has several tourist spots, to mention a few are: the existing cave at Barangay Kaangayan and the two swimming pools from the natural springs of Barangay Tuboran and Diwan which have attracted people from neighboring municipalities and provinces, to include the irrigation dam at Salug River which supplied water to the farmlands in the municipalities of Mahayag, Molave and Tambulig. The energization of the municipality has enhanced the growth of the industrial sector which redounds to additional income in the local coffer with other potential sources of revenues, fees and taxes which sustained the effective operation of the local government unit. With the unquenchable flame of dedication in public service possessed by the present local officials headed by Honorable Mayor Paulino P. Fanilag and Honorable Vice Mayor Lorna S. Espina, there is a brighter hope of development educationally, economically, morally and spiritually so that in effect Mahayag will emerge as a beautiful place to live in and may become a paradise of its people. Others ADB Women's Resource Center A new Women's Resource Center (WRC) was inaugurated on 7 March 2006 in Mahayag, Zamboanga del Sur, under the Asian Development Bank's Japan Fund for Poverty Reduction, funded by the Government of Japan. It is part of a US$1 million technical assistance grant to benefit poor women market vendors in eight cities and municipalities in Mindanao. This innovative three-year poverty reduction project aims to build capacity and improve working conditions for poor women through WRCs that offer livelihood training and storage, washing, and day care facilities. The other local government units who are benefiting from the project are the cities of Panabo, Ozamiz, Kidapawan, and Surigao, and the municipalities of Cabadbaran, Buluan and Parang. From right are Mayor Paulino Fanilag of Mahayag, Zamboanga del Sur; Undersecretary Austere Panadero of the Department of Interior and Local Government, the Executing Agency; Karin Schelzig Bloom, ADB Poverty Reduction Specialist; and other local officials.
Quotes In Mahayag, the newly-built municipal hall is funded with P14-million from the project, with the JFPR-funded Women’s Resource Center for the vendors standing by its side. From being the dirtiest municipality in Mindanao in 1997, with a 1960s municipal town hall, Mahayag has turned around its image to become the second cleanest municipality in the province this year. The town mayor says the building has directly helped Mahayag raise more revenues, which in turn led to their being upgraded into a third class municipality in 2005. Department of Interior and Local Government Assistant Secretary Austere Panadero was so impressed by the building that he called it the “best municipal building in the whole Mindanao” during its inauguration in March 2005. “We are proud of this building. Before, Mahayag looked like it was left behind,” declares Mayor Paulino Fanilag. “Now, no more. People pay their taxes because they can see where their taxes go.” From Sisterhood of Mindanao Market Vendors Helps Them to Learn and Earn More By Rita Festin Published in 3 September 2006 issue of the Philippine Daily Inquirer.
