There were no political parties in the Maldives since 1952. MDP initially submitted their registration on February 24, 2001. Though the Constitution allowed political parties to operate, their requrest was turned down. Shortly after the riot, following the death of Evan Naseem, MDP declared its existence on November 10, 2003, in exile, in neighbouring Sri Lanka. Initially they formed by a group of 42 people, which included members of parliament, a former cabinet minister and leading businessmen. Members for its general council were elected on February 13, 2004.
