Ethics Controversy In 2006, it was revealed that Diaz had jointly purchased a 1.3 acre estate in Coconut Grove, valued at $3.1 million, with then City Manager Joe Arriola and then City Commissioner Johnny Winton. This occurred as Winton proposed a $53,000 salary increase for Diaz with Arriola's support. Diaz also had the authority to fire Arriola at will. In 2007, Diaz was charged with violating the conflict-of-interest provisions of the County's Ethics Ordinance. He pleaded "no contest" and the Commission on Ethics and Public Trust found him guilty of the violation. Diaz was fined $250 and given a letter of reprimand.[1]
