Roe's license was suspended Oct. 1, 2002 by the Ohio Bureau of Motor Vehicles because he did not comply with a proof of insurance requirement, Walker said.
Roe was found in the back seat of the vehicle and was not wearing a seat belt, Police Chief John Bruce said.
