Mesannepada (or Mesanepada, Mes-Anni-Padda) was the first king in the first dynasty of Ur, in ca. the 25th century BC. He is listed to have ruled for 80 years.
Archaic tablets and seal impres- sions from the earlier SIS 8-5, dated to the earlier part of the Early Dynastic period (Early Dynastic I), provided a terminus post quem for the earlier group of burials.

The Sumerian King List names Mesannepada as first king of the First Dynasty of Ur; he is commonly thought to be a contemporary of Eannatum, third king of the better attested Lagash dynasty.
Another name from the King List, Mesannepada of Ur seems to have succeeded his father, Meskalamdug.
Mesannepada also defeated Uruk and Kish, thereafter calling himself by the title "King of Kish".
Some of the earliest monuments from Lagash mention a certain Mesilim, king of Kish, who arbitrated a border dispute between Lugal-shag-engur, high priest of Lagash, and the high priest of a neighbouring town, Umma.
