At the same time, he boosted the city's spending on police and fire services from 63 percent of the city operating budget to 71 percent in 2005. Coleman has also cut more than $190 million from continuation budgeting levels since 2000, despite increases in costs for medical insurance, wages and Workers Compensation. His record of fiscal management has protected Columbus’ AAA Bond Rating – the highest possible credit rating. In a bid to deal with a long-time albatross, the Solid Waste Authority of Central Ohio contracted with a local firm, The Grossman Group, Inc., to lease a warehouse on the site of the former trash-burning power plant on the South side of the city.[[1]] The firm runs a recycling business at the location, and Coleman embraced the firm.[[2]] However, Stephen Grossman, the firm's owner, was recently designated a Sexually Oriented Offender after a conviction for child rape.[[3]] Coleman has had no comment about the conviction.
