Chan was elected in a February 8, 2007 by-election, neccessitated by the resignation of former Liberal MPP Tony Wong, who left his seat in the Legislative Assembly of Ontario to successfully run for York Regional Council in 2006. He was appointed to provincial cabinet as Minister of Revenue by Premier Dalton McGuinty on February 21st, 2007, a portfolio that has not been used since the NDP government of Bob Rae in the early 1990s.
