He was elected to the Parliament of the United Kingdom in a 1989by-election for the Glasgow Central constituency. He was re-elected in the 1992 election and represented that constituency until it was abolished in 1997. He sought the nomination from the Labour party to run for the Govan seat in 1997, but after initially winning the nomination by one vote, he lost a re-run to Mohammed Sarwar, after which Watson received a Life peerage.
In 1999 he was elected to the Scottish Parliament to represent the Cathcart area and was reelected in 2003.
On November 15, 2004, Watson had the whip suspended in the Holyrood and Westminster parliaments after being charged with arson involving an Edinburgh hotel.

Watson was the second-in-command of A Squadron, which was initially in reserve as B Squadron advanced a few hundred yards and ran into the edge of a minefield.
Watson served as second-in-command of C Squadron in the final offensive in North Africa and when his squadron leader was wounded he took command.
Watson, then a major, commanded A Squadron in the last 12 months of the campaign and was awarded the Military Cross; the citation paid tribute to his courage, determination and outstanding powers of command.
