The story was originally developed by Bono in 1987 when filming the famous live video for Where the Streets Have No Name on the roof of the Roslyn Million Dollar Hotel in Los Angeles. The movie was optioned by Mel Gibson's production company in 1992. Bono was in discussions with Gary Oldman for the lead role of Tom Tom at the time. The movie was sidelined until 1999 due to disagreements between Gibson, Oldman, and their requirements of who would direct the film.
