Monroe County is a county located in the state of Ohio. As of 2000, the population is 15,180. Its county seat is Woodsfield⁶.

As of the census² of 2000, there are 15,180 people, 6,021 households, and 4,413 families residing in the county. The population density is 13/km² (33/mi²). There are 7,212 housing units at an average density of 6/km² (16/mi²). The racial makeup of the county is 98.72% White, 0.26% Black or African American, 0.15% Native American, 0.07% Asian, 0.01% Pacific Islander, 0.11% from other races, and 0.67% from two or more races. 0.41% of the population are Hispanic or Latino of any race.

There are 6,021 households out of which 29.50% have children under the age of 18 living with them, 61.70% are married couples living together, 8.10% have a female householder with no husband present, and 26.70% are non-families. 24.00% of all households are made up of individuals and 11.50% have someone living alone who is 65 years of age or older. The average household size is 2.50 and the average family size is 2.96.
