Morgana Macawber is a former evil sorceress turned do-gooder (of sorts) who becomes Darkwing Duck's love interest. Like any good or bad witch, she has familiars, including a spider named Archie, and two bats named Eek and Squeak. She has black hair and wears a red dress a la Bride of Frankenstein. Disneys Darkwing Duck is a Disney cartoon show that ran from 1991 to 1994 (often inside The Disney Afternoon), featuring an eponymous superhero anthropomorphic duck with the alter ego Drake Mallard. ...

Morgana's parents and various other relatives actually live in Transylvania; Morgana seems to have some sort of teleportational spell in her house that transports people from St. Canard to Transylvania and the McCawber domain.
As for why Morgana herself is there: well, as far as one can discern, she came to the city to break into business - even the shady sort of business she was initially involved in - and even though that failed, she returned because of her attraction to Darkwing.
