Municipal governments and the private sector have played key roles in the project's conception and are expected to invest $12.5 million through in-kind contributions towards the development of the Guide.
Municipal infrastructure experts from municipal governments and from the consulting and construction industries will continue to be closely involved in every stage of the project.

The new program must be flexible with broad criteria, by allowing municipalities to establish their specific priorities with respect to their own community infrastructure and most importantly, ensure easy access to federal funding.
As a result of the short time frames and specific eligibility criteria of these programs, many municipal governments altered their strategic investment priorities and selected lower priority projects in order to take advantage of infrastructure funds known to be available in the short term.
To ensure the meaningful participation of the municipal sector in the design and implementation of the new program and to increase transparency, accountability and administrative efficiency, municipal governments must be recognized as equal partners in the governance and review of the program.
