Then, the report is complied and presented to Congress, serving as a set of guidelines to legislators. As the Congress makes law concerning American national security, the National Security Council helps the President enact his policy by taking specific measures.The most recent example of a National Security Startegy was that of President George W. Bush, citing that terrorism was the greatest threat to American Security. The Global War on Terror is a specific implementation of this policy.
