The North Carolina State Board of Education, established by Article 9 of the North Carolina Constitution, supervises and administers the public school systems of the North Carolina. The board sets policy and general procedures for public school systems across the state, including teacher pay and qualifications, course content, testing requirements, and managing state education funds.
The court declared that the right to education in the state constitution "requires that all children have the opportunity for a sound basic education," echoing the same constitutional standard articulated by New York's highest court in CFE v.
