Noise is in fact inherent to all conductors of a finite resistance.
My postulate is that the particles of the water 'noise' are organized to seek the lowest quantum energy state, and using entanglement, the motion is organized to move towards that level, the beach.
In general, once a wave is forming, noise continues to occur within the moving wave and that added noise is also converted to organized motion which tends to build on the coherent energy content of the wave as it moves along.
