Francis Osborne Riviere (born 1932?) is a former Foreign Minister of Dominica. He became the foreign minister in 2001, replacing the prime minister, Pierre Charles. He was also briefly Prime Minister of Dominica. He became acting Prime Minister in November 2003, after Pierre Charles was taken ill. Charles died on January 6, 2004. Riviere was replaced by Roosevelt Skerrit two days later. Riviere is a member of the Dominica Labour Party. Riviere, who is acting for Prime Minister Pierre Charles who is on ''rest and relaxation leave'', also questioned the background checks on the Russians made by his predecessors: ''Furthermore, no proper due diligence appears to have been done in this case since the passports were issued within days of application.''
James challenged Riviere and the government to prove the UWP had done anything illegally instead of being ''mischievous'' and causing ''alarm'' to the islanders.
Riviere said the Russians may be stripped of their Dominican citizenship by the Ministry of Legal Affairs after weighing its legal options.
