PC98 is a name for computers based on the NEC PC 9800. In the early 90s 50% of the PCs sold in Japan were PC98 and it is still fairly widespread today.
The PC98 is different to the IBM PC in many ways, it uses its own 16 bit C-Bus instead of the ISA bus, BIOS, I/O port addressing, memory management and graphics output are also different.
