The Polish Committee of National Liberation (Polish Polski Komitet Wyzwolenia Narodowego, PKWN) was a provisional Polish communist government that was created by the Soviet Union. It was officially created on July 20, 1944 in Moscow, under the direction of State National Comittee (Krajowa Rada Narodowa, KRN) in opposition to the legitimate Polish government. In fact the descision about creation and perogatives of PKWN have been taken much earlier in Moscow by Josef Stalin. Thus PKWN was a puppet government of the Soviet Union, and had no choice but a close cooperation with the Soviet government. The following day, its manifesto was published, announcing radical social, political and economical reform, continuation of fight against Germany, nationalisation of industry and a decent border in the West. It also proclaimed the PKWN to be the only legitimate Polish government thus finally breaking with the Polish government in exile. Soon afterwards the Soviet Union started to transfer the power in the Soviet-controlled areas of Lublin, Białystok, Rzeszów and Warsaw Voivodships to the PKWN. However, the factual control over those areas remained in the hands of the NKVD and the Red Army. Among the members of the PKWN were politicians of various communist and leftist parties accepted by the communist authorities. Its' chairperson was Edward Osóbka-Morawski (Polish Socialist Party, Polska Partia Socjalistyczna, PPS). His deputies were Wanda Wasilewska (Union of Polish Patriots, Związek Patriotów Polskich, ZPP) and Andrzej Witos (People's Political Party, Stronnictwo Ludowe, SL), a younger brother of Wincenty Witos, a notable pre-war politician. Andrzej Witos was later replaced by Stanisław Janusz. Edward Osóbka-Morawski (1909-1997) was a Polish politician who served as Prime Minister of the Communist Lublin government, and then of Poland, from January 1945 to 1947. ... Other members included those from KRN, ZPP, Worker's Party of Polish Socialists (Robotnicza Partia Polskich Socjalistów, RPPS), SL, Democratic Party (Stronnictwo Demokratyczne, SD), Polish Workers Party (Polska Partia Robotnicza, PPR) and unaffilated. Most of these organisations and politicians were largely unknown to the Polish society. On December 31, 1944, the PKWN was joined by several members of the Polish government in exile, among them Stanisław Mikołajczyk. It was then transformed into Provisional Government of Republic of Poland (Polish: Rząd Tymczasowy Republiki Polskiej, RTRP) that was to govern the areas taken by the Red Army from Nazi Germany until the elections are held. The Polish Committee of National Liberation (Polish Polski Komitet Wyzwolenia Narodowego, PKWN), also known as the Lublin Committee, was the provisional Polish government created under the direction and auspices of Moscow.
It was officially proclaimed on July 21, 1944 in Chełm, under the direction of State National Council (Krajowa Rada Narodowa, KRN) in opposition to the Polish government in exile.
It also proclaimed the PKWN to be "the only legitimate Polish government", thus formally rejecting the Polish government in exile.
