Bit of sexy Peter, Brian and Stewie After an incident at the Emmy Awards where David Hyde Pierce revealed his testicles, the Federal Communications Commission cracks down on obscenity on television. To combat this, Peter starts his own TV station, PTV, which broadcasts classic shows in their original, unedited versions, eventually expanding into semi-obscene original programming. Lois, objecting to the content of PTV, lodges a complaint with the FCC. After the FCC shuts PTV down, Peter makes a comment that the FCC can't change the way people are. Rising to the challenge, the FCC begins to censor "real life", by disallowing cursing, fart sounds, and even any sexual behavior in the town of Quahog. Lois eventually concedes that Peter was right, and they both lobby Congress to have the FCC's rulings reversed. Cultural references - The Naked Gun. The opening credits showed Stewie engaged in a fistfight with several Arab terrorists, as Leslie Nielsen was in one of the films, and then riding around on a Big Wheel from a first person view in the same manner as the opening credits. In the original, Nielsen's character ripped off the Ayatollah's turban to reveal a shock of multi-colored hair underneath (the film was made during the NBA years of Dennis Rodman), but this scene was excised for being offensive to Iranian peoples. The opening music from NG plays over a montage of Stewie visiting a number of settings, including:
- Doom: Stewie rides through the Phobos Lab (episode 1, mission 5) of the Mars base. Actual game footage is used. (Seth MacFarlane plays Doom at the studio)
- The Shining: Stewie rides through the halls and almost bumps into the twins. This is also similar to a scene in Peter Peter Caviar Eater. The camera angle and tricycle might also be a reference to the opening sequence of Bobby's World, a Fox early morning cartoon popular in the 90's.
- The Wizard of Oz: Stewie rides through Oz on the yellow brick road, towards the Emerald City. The characters Dorothy, the Scarecrow, the Tin Man and the Cowardly Lion are seen.
- The Sound of Music: Stewie rides through the hills of Austria and runs over Maria Von Trapp.
- Star Wars Episode II: Attack of the Clones: The opening fight scene between Stewie Griffin and Osama Bin Laden mirror almost perfectly the climactic battle between Yoda and Count Dooku respectively.
- The Empire Strikes Back: Stewie battles AT-ATs at the Battle of Hoth. Actual movie footage is used.
- The Simpsons: Stewie takes the place of Marge's car in the opening credits of The Simpsons, when she enters the garage and nearly hits Homer Simpson. Homer runs into the door instead of opening it as he does in the Simpsons opening sequence. Peter then looks at Homer's body and says, "Who the hell is that?" This may be a blow in the alleged rivalry between Seth MacFarlane and Matt Groening.

- Playboy After Dark: Quagmire's naked-hosted "Midnight Q". The show's title may be a reference to his pubic hair which is shaven into the shape of a Q (from the flashback of how he met Peter on the episode Death Lives) or the reference of a former local New York cable access sex show called "Midnight Blue."

- The Dick Van Dyke Show: The FCC bleeps the name The Dick Van Dyke Show, making it "The (censored) Van (censored) Show, starring (censored) Van (censored)".
- Three's Company: A female character appears with her bikini top censored, despite the fact that she was not exposing anything. Possibly a reference to an actual urban legend that John Ritter's testicles are briefly visible through the leg-hole of a pair of loose-fitting jogging shorts in an episode.
- The Honeymooners: The quote "One of these days, Alice, pow! Right in the kisser!" is dubbed over, making it "One of these days, Alice, (new voice) I'm going to stimulate the economy by buying an American car."
- The head of the FCC is Cobra Commander from G.I. Joe.
- Apache Chief from the Super Friends helps Peter with his satellite dish.
- The incident with Pierce accidentally revealing a testicle is a reference to the Nipplegate incident, in which Janet Jackson accidentally revealed a nipple. Jackson claimed the incident was a 'wardrobe malfunction' whereas Tom Tucker refers to Pierce's incident as a 'trouser malfunction'. The actual incident (with Peter as Janet Jackson) is featured in a rapid-cut montage at the end of the FCC song.
- Osama bin Laden appears in the show for the first time since the now-excised "show tunes" scene in "Road to Rhode Island".
- When Peter sings the FCC Song, the line "You're gonna have to do her with your ding-a-ling" is a reference to Chuck Berry's song "My Ding-a-Ling", a song that was a double entendre.
- The violent chocolate/peanut butter incident a parody of a classic Reese's Peanut Butter Cups ad campaign, where various incidents would result in one individual dropping their chocolate bar in another's jar of peanut butter, and "discovering" that the two were "two great tastes that taste great together". Officer "Reese", of course, is intimated to be the Reese that created the popular candy brand (in actuality, H. B. Reese was a dairy farmer who started a candy company out of his home).
- When Peter fails to be able to successfully watch the Emmys at Meg's play, he mentions that it's worse than his 16th birthday and followed by a sequence where Peter is raped by Jake Ryan, the main love interest in the film Sixteen Candles.
- When Peter is told to start his own TV station by Tom Tucker, he mentions that he hasn't had a business since a mail-order operation. Wile E. Coyote is seen waiting to return a large Acme slingshot.
- Television ads for this episode on Global featured a scene where doctors and a sick body go into an elevator and Stewie follows them who then presses all the number buttons and says to them " You guys are gonna get sued." which wasn't in the final episode.
