Pacheco was one of the first Hispanics to denounce slavery and pledge allegiance to the Union, and in the early 1860's he changed party affiliation to the Union Party.
In November 1876 Pacheco was elected to the U.S. House of Representatives by a margin of one vote.
Pacheco was seated on October 17, 1877 and was appointed to the Committee on Public Lands.
